Background of the Study

Public housing schemes have long been a key policy tool used by governments worldwide to address housing shortages, reduce slum formation, and improve living conditions for low-income populations. In Nigeria, the issue of housing deficits and slum development is widespread, with many urban and peri-urban areas experiencing rapid population growth and inadequate housing provision. Gusau Local Government in Zamfara State, being a major urban center, has faced significant challenges with slum development and poor housing conditions (Abdullahi & Adamu, 2023). In response, the Nigerian government has introduced various public housing schemes aimed at providing affordable and quality housing for low-income groups, thus reducing the prevalence of slums. These initiatives often include the construction of low-cost housing units, the provision of subsidies for low-income earners, and efforts to improve urban planning (Adebayo & Sani, 2024). This study will assess the effectiveness of these public housing schemes in addressing slum reduction and improving the quality of life in Gusau.

1.2 Statement of the Problem

Despite the introduction of public housing schemes in Gusau, the local government continues to struggle with slum development and inadequate housing conditions. Factors such as inadequate funding, poor implementation, and limited access to affordable housing have hindered the success of these schemes (Usman & Ajiya, 2023). This study seeks to evaluate the impact of public housing schemes on slum reduction in Gusau and identify the challenges preventing these schemes from achieving their intended outcomes.

1.3 Objectives of the Study

  1. To evaluate the impact of public housing schemes on slum reduction in Gusau Local Government.

  2. To assess the effectiveness of public housing schemes in improving the living conditions of low-income families in Gusau.

  3. To identify the challenges faced in the implementation of public housing schemes and propose recommendations for improvement.

1.4 Research Questions

  1. How effective have public housing schemes been in reducing slum development in Gusau Local Government?

  2. What improvements have been made in the living conditions of low-income residents due to public housing schemes in Gusau?

  3. What challenges hinder the successful implementation of public housing schemes in Gusau Local Government?

1.5 Research Hypotheses

  1. Public housing schemes have significantly reduced slum development in Gusau Local Government.

  2. Public housing schemes have improved the living conditions of low-income families in Gusau.

  3. Inadequate funding, poor implementation, and lack of community participation are major challenges hindering the success of public housing schemes in Gusau.

1.6 Significance of the Study

This study will provide valuable insights into the role of public housing schemes in slum reduction in Gusau Local Government, Zamfara State. The findings will be useful for policymakers, urban planners, and housing authorities in designing more effective housing programs to reduce slum development and improve the quality of life in urban areas.

1.7 Scope and Limitations of the Study

The study focuses on the impact of public housing schemes on slum reduction in Gusau Local Government, Zamfara State. Data will be collected from local government officials, housing authorities, and residents of public housing schemes. The study is limited to this specific locality and may not be applicable to other areas with different housing challenges or policy frameworks.

1.8 Operational Definition of Terms

  • Public Housing Schemes: Government initiatives aimed at providing affordable housing to low-income populations, often through subsidies or low-cost housing developments.

  • Slum Reduction: Efforts to reduce the prevalence of informal settlements characterized by poor living conditions, inadequate infrastructure, and overcrowding.

  • Affordable Housing: Housing that is within the financial reach of low-income households, often provided through government programs or subsidies.
